[1] David Melding: Good afternoon, everyone, and welcome to this meeting of the Constitutional and Legislative Affairs Committee. We have apologies from William Powell. I think I can take the usual housekeeping announcements as read.

[3] David Melding: And then instruments that do raise reporting issues. There’s just one, which is on smoke-free premises, relating specifically to prisons. Happy to note that? We agree the report.

[4] David Melding: Okay, item 4, then, is papers to note. It’s a copy of the Presiding Officer’s letter to the Secretary of State for Wales following the debate on the draft Wales Bill. And then there’s a paper on the reform of electoral law of the European Union. I don’t think we have any competence in this area, but it is of interest, and I think it’s likely that a reasoned opinion will be given saying that the administration of elections should be a matter for member states, and only the overarching principles, like whether the elections have to be by a proportional system method or whatever, should be determined at the European level. So, they are there for us to note. Are we content?
